Call for Joint Venture / Consortium Partner

A Pakistan-based Engineering & Architectural Consultancy Firm invites Expressions of Interest from experienced consulting firms to form a Joint Venture / Consortium for participation in the upcoming consultancy assignment announced by University of Narowal, Punjab, Pakistan.

Project Title

Consultancy Services for Planning, Architectural & Engineering Design, Preparation of Cost Estimates, Bidding Documents, and Resident Construction Supervision for the Project:
“Establishment of Dr. Ashfaq Ahmed Khan National Center in Basic Sciences at University of Narowal.”

Project Scope

The consultancy services include planning, architectural and engineering design, preparation of estimates, technical specifications, tender documentation and construction supervision for the following components:

• Academic Block
• Student Hostels (Boys, Girls & Faculty)
• Faculty Residences
• External Development Works including:
• Approach roads
• Sewerage and storm water drainage systems
• Water supply system
• Fire hydrant network
• External electrification and utilities
• Boundary wall, parking, security posts
• Landscaping and external works

Eligibility Requirements

Interested firms should meet the following minimum criteria:

• Registration as a consulting firm with Pakistan Engineering Council (PEC) with relevant Project Profile Codes:
  1203 – Urban Development
  1204 – Sewerage & Water Supply Systems
  1206 – Water Transmission Lines
  1231 – Landscaping & Horticulture
• Demonstrated experience in planning, design and supervision of similar projects valued at PKR 2 Billion or above.
• Strong technical team including architects, structural engineers, electrical engineers and public health engineers.
• Valid ISO certifications (Quality / Safety / Environmental Management) will be an advantage.
• Sound financial standing with adequate annual turnover.

Joint Venture Arrangement

The lead Pakistani consulting firm already holds PEC Code 1201 (Buildings) and has experience in building design and construction supervision. The firm seeks to partner with a consulting company that can complement the remaining PEC codes and relevant project experience.

The JV structure, roles, responsibilities and share will be mutually agreed.

• Company profile and corporate registration details
• PEC registration certificate and project profile codes
• List of relevant projects completed in the last 10 years
• CVs of key professionals
• Financial turnover summary

Deadline

Interested firms should respond as soon as possible due to the Pre-Qualification submission deadline of 26 March 2026.
