The Minister of Agriculture and Food Security is responsible for the implementation of the policy defined by the Government in agricultural matters.

In this capacity and in relation with the ministerial departments and the competent public or private organizations, he has the initiative and the responsibility of the following actions:

analysis, forecasting, orientation and monitoring-evaluation of the performance of the State agricultural services, taking into account the capacities of the non-state sector (farmers' organization, other private operations and NGOs)
analysis and monitoring of producers and plant chains and their phytosanitary protection,
control of the application of land and phytosanitary regulations;
the support and advice that producers need to:
to raise their technical and management level,
improve the productivity of their farms;
to entrust them through their organizations with greater responsibility for agricultural development.
