The decisions set the following guidelines for the development of the Sector:
• Development of transport to meet the needs of population circulation and production flow in a coordinated manner;
• Transport park planning with particular attention to the organization of agriculture;
• Transport planning aimed at developing relations with friendly peoples and countries;
• Accidents prevention;
• Safety in all means of transport;
• Organization of postal and telecommunication services and increase of existing networks, with priority for the national network.

The Council of Ministers also decided at this session that an in-depth study should be done into the causes of the air and maritime crisis and the possibility of its development in order to define the political direction for its restructuring.
By Decree No. 1/75 of 27 July, the Council of Ministers approved the creation of the Ministry of Transport and Communications and set as its priority objective the promotion of operational and coordinated control of the media and transport.
Under this Decree, the following bodies and services were under the responsibility of the ERM:
• Directorate of Ports, Railways and Transport Services;
• Directorate of Post, Telegraph and Telephone Services;
• Road Services Directorate;
• Directorate of Navy Services;
• DETA;
• HEPAL;
• Directorate of Civil Aeronautics Services;
• Directorate of Meteorological Services.
By Joint Ordinance No. 82/76 of 6 April, of the Ministers of Transport and Communications, Finance and State in the Presidency, the National Directorate of Ports and Railways (CFM) was created.
This structure retained the legal personality, administrative and financial autonomy that was assigned to the Directorate of Port Services, Railways and Transport, being dependent on it surface transport, Marine Services and Road Services.
By Joint Ordinance No. 62/77, of March 1, of the Ministers mentioned above, the Nautical Training School was created with the purpose of forming nautical cadres intended to serve in the navigation units and in support sectors.
The role of the state at this stage was that of policy maker and, at the same time, of policy maker, given the planned economy policy then adopted.
