Description

The Ministry of Economic Affairs and Development has the general mission of designing, coordinating and monitoring the implementation of the Government's economic and social policy. To this end, it prepares, in collaboration with the institutions concerned, the multi-year plans for the implementation of the poverty reduction strategy paper (PRSP) and monitors their implementation. It participates in the elaboration and monitoring of global regional policies and strategies and ensures their adequacy with the orientations of the Strategic Framework for the Fight Against Poverty.
It develops the multi-year public investment programs (PIP) and the medium-term expenditure framework (MTEF). It participates, in collaboration with the Ministry of Finance and the concerned administrations, in the elaboration and the follow-up of the implementation of the general and sectorial policy of the State, in the reform and the restructuring of the parapublic sector and its opening up to the private sector.
It is associated with the preparation of the general budget of the State.
Under private sector development, it is responsible for designing, implementing and evaluating the private sector promotion strategy and programs that stimulate domestic and foreign private investment, including improving the climate of the private sector. business.
It is responsible for promoting statistical information in all areas at regional and national level.
It ensures the development of economic and financial cooperation at the bilateral, regional and multilateral levels. In this capacity, he signs the financing agreements on behalf of the Government.
He is responsible for managing relations with development partners and represents the State with international financial institutions.
In fulfillment of his missions, the Minister of Economic Affairs and Development provides design, coordination and monitoring functions, including:

Ensure the improvement of major macroeconomic balances (balance of payments, public finances, inflation, investment, etc.);
Mobilize external resources to finance investment strategies and programs;
Ensure the mobilization of the contribution of the State to the financing of sectoral strategies, public investment programs and projects;
Order payments to be made on external financing of the components of investment projects and development programs;
Propose the necessary adjustments in the Government's economic and social policy or in its investment program.

As the National Ordinator of the European Development Fund, the Minister represents the State in ministerial meetings related to the implementation of the Cotonou Agreement. He is involved in international trade negotiations led by the Minister of Commerce.
