Competencies:

elaborate the State Road Plan;

carry out studies and elaborate plans and projects, aiming at the construction and maintenance of state roads, ensuring the environmental protection of the areas where works of interest will be executed;

build and maintain state highways;

build, maintain, operate, manage and maintain airports and airfields;

perform the activities of planning, administration, research, engineering and operation of the road system of the State of Ceará;

prepare studies, projects and budgets for the construction, expansion, remodeling and restoration of state public buildings, social interest buildings and urban facilities;

build, expand, remodel and restore state and public interest buildings and urban facilities;

perform technical surveys and supervise the construction, expansion, remodeling and restoration works of highways and state public buildings, social interest buildings and urban equipment;

appraise buildings and land for expropriation or alienation by the State;

prepare and / or analyze bidding documents for the works and monitor the entire bidding process;

enter into agreements, contracts, agreements and adjustments with public or private institutions related to the objectives of the municipality;

organize, regulate and maintain the register of the technical assets of state buildings and public works;

provide specialized technical service to other federated entities by delegation, agreement or contract.
