About

At the end of Decree No. 2011-388 of November 16, 2011 on the organization of the Ministry of State, Ministry of the Interior, the Directorate General of Decentralization and Local Development (DGDDL) is responsible for:

- organize and ensure the exercise of the powers of trusteeship of the State over local authorities;

- coordinating technical and financial support for local authorities;

- to strengthen the capacity of local authorities;

- carry out inspections and inspections of local authorities in conjunction with the General Inspectorate of the Territorial Administration Services;

- ensure the monitoring and evaluation of the transfer of State powers to local authorities;

- to assist and supervise local authorities in the areas of planning, equipment and local development;

- to support the activities of local and regional authorities in the area of decentralized cooperation.



DUTIES OF DIRECTIONS

 

The General Directorate for Decentralization and Local Development has five (05) Directorates, namely:

- the Directorate of Administrative Guardianship;

- the Department of Economic and Financial Supervision;

- the Staff Directorate of the Territorial Communities;

- the Department of Decentralized Cooperation;

- the Local Development Department.


The Directorate of Administrative Guardianship is in charge of:

- to follow the functioning of the organs of the Territorial Communities;

- arbitrate disputes;

- to exercise the control of legality of the acts of the decentralized authorities;

- to follow the questions related to the administrative police of the Territorial Communities;

- to follow questions relating to civil status and population.


The Directorate of Administrative Guardianship: is headed by a (01) Director and includes the following two (02) Sub-Directions:

- the Sub-Directorate of Litigation and Control of Legality;

- the Sub-Directorate of the Administrative Police, the Civil Registry and the Population.


The Economic and Financial Supervision Department is responsible for:

- to participate in the mobilization and distribution of State financial assistance to the Territorial Communities;

- to monitor and control the budgets and accounts of the Territorial Communities;

- to monitor and control the markets, loans and financial operations of the Territorial Communities;

- monitor and use the annual reports on the financial management of Territorial Communities;

- to follow all questions relating to taxation and economic services of the Territorial Communities;

- to follow all the questions relating to the access of the Territorial Communities to the Financial Market and the mobilization of public and private external financing;

- develop and update a financial database of Territorial Communities;

- to elaborate the financial statistics of the Territorial Communities;

The Economic and Financial Supervision Department is headed by a (01) Director and includes the following two (02) Sub-Directions:

- the Sub-Department of Markets, Loans and Economic Studies;

- the Sub-Directorate of Finance and Budgets.


The Personnel Department of Territorial Communities is responsible for:

- to implement the general policy on human resources of the Territorial Communities;

- to ensure the centralized management of the staff of the Territorial Communities;

- identify training needs;

- plan, schedule and monitor the training;

- to arbitrate the litigation relating to the responsibility of the Territorial Communities.

The Territorial Communities Personnel Department comprises two (02) Sub-Directorates:

- the Sub-Directorate of Training and Internships;

- the Sub-Directorate of Personnel Management of Territorial Communities.


The Directorate of Decentralized Cooperation is responsible for:

- to develop and implement the decentralized cooperation policy;

- to promote decentralized cooperation;

- carry out prospective studies aimed at identifying new partnerships in decentralized cooperation;

- to monitor the management of technical and financial support granted to the Territorial Communities within the framework of decentralized cooperation;

- to participate in the supervision, reinforcement and development of existing partnerships in the field of decentralized cooperation;

- to draw up periodic reviews of the decentralized cooperation policy.

The Directorate of Decentralized Cooperation includes the following two (02) Sub-Directions:
