State Committee for Roads of the Republic of Uzbekistan

The state committee of the Republic of Uzbekistan for roads was formed on the basis of the Presidential Decree of 14 February 2017 N DP-4954 and the Presidential Decision of 14 February 2017 N DP-2776.

The main functions and activities of the committee:

1. The main tasks of the Committee are:

Carrying out of a single technical policy in automobile roads;
development and implementation of state programs for road development;
defining the prospects for the development and improvement of road network;
Formation of international transit corridors of motor roads;
ensuring a comprehensive solution of the issues of financing, design, construction, repair and use of highways, taking into account interests of road users under modern traffic flow conditions, and organizing effective customer service;
Carrying out control over the quality, construction, reconstruction, repair and maintenance of highways;
coordination of the work on maintenance of the existing network of intercity rural roads, cities, settlements, villages and auls, ensuring their high traffic and utilization level;
introduction of innovative technologies and modern standards in the organization of scientific research, design, construction, reconstruction, repair and maintenance of highways;
training, retraining and advanced training of automobiles, including training and study courses and seminars abroad.

2. In accordance with the tasks set forth, the Committee shall carry out the following functions:

a) in the field of technical policy in the field of automobile roads:

Participation in the development and introduction of proposals for improvement of normative acts on technical regulation in the design, construction, reconstruction, repair and maintenance of roads, taking into account modern technologies in road industry and experience of leading foreign countries;
ensuring the compliance with the requirements of technical regulations on design, construction, reconstruction, repair and maintenance of motor roads, as well as development of road building materials, products and designs;
Implementation of activities aimed at ensuring traffic safety at the sections on construction, reconstruction, repair and maintenance of motor roads;
making suggestions for the introduction of temporary restriction or suspension of motor vehicles in order to ensure road safety;
preparation of mobilization preparation as well as co-ordination and co-ordination of their activity on mobilization preparation of departmental organizations;
maintaining state cadastre of public roads;
accounting of highways, cities and other settlements, with the exception of public roads;

b) in the field of development and implementation of state automobile roads development programs:

annual review of the technical condition of automobile roads and artificial structures;
Formation and implementation of annual programs of construction, reconstruction and repair of highways, depending on technical condition of highways;
coordination of work on formation and implementation of annual programs on repair of intercity rural roads, cities, city settlements, villages and auls streets;

c) in the field of determining the prospects of development and improvement of automobile roads:

Working out of offers on formation of the list of automobile roads of the Republic of Uzbekistan and their introduction to the Cabinet of Ministers of the Republic of Uzbekistan;
scientific-based prospective planning, improvement and development of the Republican Road Network, based on the needs of the economy and population and the strategic objectives of the state;
development of transport communications, linking the regions of the country and providing day-time, uninterrupted and safe car communication;
Improvement and development of the Republican Road Network;

d) in the field of international transit corridors of roads:

in accordance with the established procedure with the international road and transport organizations on the issues of automobile roads, to represent the interests of the Republic of Uzbekistan, to ensure the participation of the Republic of Uzbekistan in international agreements in the sphere of highways and transport ;
international cooperation in the field of automobile roads and transport, participation in development of proposals for improvement of effective cooperation mechanisms with international road and transport organizations, competent authorities of foreign countries, as well as with foreign companies;
Collaboration with the competent authorities of automobile and road transport of other states on matters within the competence of the Committee;
specifying routes for motor vehicles on large-sized and heavy-duty vehicles, with special permits, including international traffic;
Expansion and deepening of cooperation with international organizations and regional integration structures in the use of international transport routes;

e) in the field of modern traffic flow, taking into account the interests of road users, in the field of financing, designing, construction, repair and use of roads, provides a comprehensive solution and organizes effective customer service activities:

construction, reconstruction and repair of motor roads, cities and other settlements, including feasibility study (technical and economic calculations) of investment projects and major repairs, Carry out the functions of the customer for the examination of bidding documents for the equipment of work documentation and motorway repair facilities;
Realization of functions of founder of departmental organizations, monitoring of their activity and economic analysis, as well as financial and economic activity and property use in departmental organizations;
Use of highways to ensure a comfortable and safe movement, interaction with traffic safety and emergency situations authorities;
attraction of international financial institutions to finance major road construction projects;
organization of reception of citizens, ensuring timely and full consideration of verbal and written appeals of physical and legal persons, making decisions on them and sending answers to applicants within the deadlines established by law;

f) In the field of control over the quality of construction, reconstruction, repair and maintenance of motor roads:

carries out quality control in the design, construction, reconstruction, repair and use of highways;
technical observation of design, construction, reconstruction, repair and maintenance of highways;
control over the quality of road construction materials, materials and structures used for the construction, reconstruction and repair of highways;

g) in the field of innovation technologies and modern standards in the field of scientific research, design, construction, reconstruction, repair and maintenance of motor roads:

coordination of the work of local executive authorities on repair and maintenance of the existing network of intercity rural roads, cities, city settlements, villages and auls streets;
Participation in development of general plans of towns and districts on development and improvement of networks of urban, rural, rural highways, urban settlements;

h) the introduction of innovative technologies and modern standards in the organization of scientific research, design, construction, reconstruction, repair and maintenance of highways;

Development, improvement and adoption of normative acts on technical regulation in automobile roads;
Develop and submit to the Cabinet of Ministers in the prescribed manner the draft normative-legal acts in the field of motor roads;
Consideration and coordination of normative-legal acts and programs of the development of the sector related to the activities of the Committee, as well as other draft documents;
Organization and carrying out of research works in the field of design, construction, reconstruction, repair and maintenance of highways;
conduct experimental works on the introduction of modern technologies and new materials in the design, construction, reconstruction, repair and maintenance of highways;

(i) in the field of training, retraining and advanced training of personnel in the automobile industry, including in the field of training workshops and seminars abroad:

coordination of basic educational programs on training, retraining and advanced training in the field;
ensuring the training of qualified personnel in the automobile roads according to the requirements of modern methods of forecasting, coordination and implementation of road construction;
to ensure that the educational institutions collaborate with the departmental organizations to strengthen the theoretical knowledge gained in the practice;
provision of training and retraining of personnel in the automobile roads, including the acquisition of experience in foreign educational institutions.
