Description

To achieve the above mission and goals, the Ministry works primarily to lead, coordinate and plan the development process among the various Palestinian ministries and institutions at the national level by monitoring development changes and identifying needs and preparing plans and programs and managing their financing in coordination with donors and monitoring their implementation and assessing their impact, and to achieve this it performs the following tasks:

1. Coordination of carrying out the necessary studies to prepare general economic, social and population policies and creating the necessary legal, financial and administrative tools to implement them.
2. The outcome of ministerial policies in various sectors and coordination of sectoral decisions and policies among them to ensure their consistency and harmony with the development policy led and supervised by the state.
3. Preparing long-term national plans for the development of the Palestinian community, and developing it economically, socially, humanly, culturally, and environmentally, and building its institutions in light of the existing and expected needs of Palestinian society, in a manner that enhances its role and effective participation in the Arab, Islamic, Middle Eastern, international, and global community.
4. Coordination with the Palestinian Central Bureau of Statistics and cooperating with it in collecting and analyzing statistical information from economic, human, social, cultural and other things that Palestine needs in the planning process.
5. Coordination and review of the projects submitted by the different ministries and institutions in the light of the economic, social and environmental policy approved by the Council of Ministers in order to prepare Palestinian development programs, provided that these programs and projects that are to be implemented include specific time stages with setting priorities among them
6. Prepare annual or emergency implementation programs for projects read within the comprehensive Palestinian development plan and participate with the Ministry of Finance and cooperate with it in managing the development budget as part of the general Palestinian budget and with the Ministry of National Economy to secure the development of the Palestinian economy.
7. Establishing a system for following up and evaluating the comprehensive development plan, development projects and implementation programs in Palestine in cooperation and coordination with relevant government institutions and evaluating the level of performance in implementing all projects taking into account developments and requirements of practical application and preparing appropriate adjustments whenever the need arises for that and submitting periodic reports in all of that to the Council The ministers.
8. Implementing / coordinating specialized planning programs and projects concerned with comprehensive and sustainable development, combating poverty and unemployment, developing sites and marginalized societal groups with the aim of reducing the gap between different groups, setting general and local plans, policies, and programs, and supervising their implementation to achieve development based on equality within social diversity at the national level and promoting opportunities The participation of women in the decision-making process at all levels and ensuring their full participation in building the independent state
9. Prepare comprehensive national and regional spatial plans (for the Palestinian governorates) that include general and detailed plans and propose policies and tools necessary to implement these plans and in coordination with the relevant ministries in order to ensure the reciprocal relationship between centralization and decentralization in planning and managing the development process and to ensure harmony and harmony of national plans with sectoral and local
10. Prepare the comprehensive national plans required to raise the performance of work and build Palestinian institutions and to organize their work and promote complementarity and exchange among them in line with the philosophy and content of the Palestinian reform plan, as well as work to develop programs for qualifying the human cadres necessary for them.
11- Recruiting and managing international aid for the entire development process and coordinating the financial, technical and technical support necessary for its implementation from various international sources by preparing studies on aid and loans for development projects in Palestine, searching for sources of financing and technical assistance from donor and friendly countries and international institutions, working on managing foreign aid, negotiating and organizing agreements With donors to obtain the necessary grants and loans to finance all kinds of development plans projects
12. Prepare systems, specifications, standards and national standards for building unified databases, data and geographical information systems at the national level, and work to build national capabilities through training and development of expertise in various Palestinian institutions.
13- Monitor and certify the maps coming to the country, produce basemaps and various digital maps, and supervise or perform aerial photography and the necessary triangulation points or geodetic networks.
14. Submit the necessary recommendations to the Council of Ministers to issue any law or take any action that the Ministry deems necessary to achieve its goals or increase the effectiveness of economic and social development.
