Description

the Ministry of Finance has the following responsibilities:

i. To coordinate the development and ensure the realization of a balanced annual budget for the public administration;

ii. To create multi-annual budgets and long-term public investment programs in cooperation with public administration institutions

iii. To coordinate with public administration institutions and, where appropriate, multilateral and bilateral donors on issues related to financing from donors and grant contribution;

iv. To ensure effective and transparent use of donor funds on the agreed purposes;

v. To ensure that all income and other sources of funding from public administration institutions, including voluntary contributions, are registered according to budget rules;

vi. Ensure the implementation of the tax and customs legislation in the Republic of Kosovo;

vii. To register and report to public administration institutions and to the Economic and Fiscal Council on revenues and expenditures of the budget of public administration institutions;

viii.Oversee the public administration instructions concerning their implementation of the rules and procedures in force regarding public expenditure, including public procurement without prejudice to competencies of the Office of General Auditor;

ix. To support anti-fraud and anticorruption activities in public administration institutions, and raise awareness against fraud in general;

x. To ensure the adoption and implementation of accounting standards in public and private sector in accordance with relevant international accounting standards;

xi. To promote and change all projects in the area of public-private partnerships;

xii. To ensure sustainable fiscal policies;

xiii. To enter into public debt in accordance with the legislation in force;

xiv. To conclude bilateral agreements on administrative cooperation in the field of customs and for the elimination of double taxation;

xv. To coordinate the activities of international financial institutions;

xvi. To ensure the establishment of a legal infrastructure for developing the private sector in the Republic of Kosovo;

xvii. To ensure the macroeconomic stability of the country through the development of sustainable economic policies;

xviii. To harmonize the policies and legislation in the area of internal auditing;

xix. Exercise its competencies in the area of financial management

xx. Performs other taks assigned to the Ministry by the legislation in force.
