It establishes norms, dictates rules, enforceable acts, controls their compliance, sanctions, resolves conflicts, reconciles, mediates and supervises, in accordance with the principles of speed, economy, simplicity, effectiveness, equity, non-discrimination and neutrality of treatment. It ensures the public interest and social welfare represented in the clients and users of public services so that they receive a continuous, quality and efficient service, at fair and reasonable prices, promoting competitive markets”.
