Description

According to the National Political Constitution, Law 489 of 1998, Law 790 of 2002 and other regulations in force, the Ministries are, together with the Presidency of the Republic and the Administrative Departments, the main bodies of the National Public Administration and are part of of the Central Sector of the Executive Branch of Public Power.

The Ministries have as main objectives the formulation and adoption of the policies, general plans, programs and projects of the Administrative Sector that they direct.

Thus, the Ministry of Transportation, as established by Decree 087 of 2011, is the body of the National Government responsible for formulating and adopting the policies, plans, programs, projects and economic regulation of transport, transit and infrastructure, in the road, sea, river, rail and air modes of the country.

The Ministry of Transportation is the head of the Transportation Sector, which is made up of the Ministry, The National Road Institute (INVIAS), the National Infrastructure Agency (ANI), the Special Administrative Unit of Civil Aeronautics (AEROCIVIL), the Superintendency of Ports and Transportation (SUPERTRANSPORTE) and the National Road Safety Agency (ANSV).

We are an Entity of the National order in charge of guaranteeing the development and improvement of transport, transit and its infrastructure, in an integral, competitive and safe manner, seeking to increase the country's competitiveness, with committed and motivated technology and human resources.

Functions

Decree 087 of January 17, 2011 establishes the functions of the Ministry of Transportation.

Objective, functions and integration of the Transportation Sector:

Article 1 Objective. The Ministry of Transportation has as its main objective the formulation and adoption of policies, plans, programs, projects and economic regulation in the field of transport, transit and infrastructure of the modes of road, sea, river, rail and air transport and technical regulation in terms of transport and transit in the road, sea, river and rail modes.

Article 2 Functions. It is up to the Ministry of Transportation to fulfill, in addition to the functions determined by article 59 of Law 489 of 1998, the following:

2.1. Participate in the formulation of the country's economic and social development policies, plans and programs.

2.2. Formulate the National Government's policies regarding transport, transit and infrastructure in the ways of its competence.

2.3. Establish the policy of the National Government for the direct, controlled and free setting of national and international transport rates in relation to the modes of its competition, without prejudice to the provisions of international agreements and treaties.

2.4. To formulate the technical regulation in the matter of transit and transport of the road, maritime, river and iron modes.

2.5 Formulate economic regulation in terms of transit, transport and infrastructure for all modes of transport.

2.6. Establish the provisions that promote the integration and strengthening of transport services.

2.7. Establish and adopt the security policy, plans and programs in the different modes of transport and construction and conservation of its infrastructure.

2.8. Establish policies for infrastructure development through systems such as concessions or other forms of private or mixed capital participation.

2.9. Support and provide technical collaboration to state agencies in plans and programs that require technical assistance in the area of construction of works and physical infrastructure, in order to contribute to the creation and maintenance of conditions that promote community welfare and development .

2.10. Prepare the draft transport and infrastructure sector plan, in coordination with the National Planning Department and the sector entities and evaluate its results.

2.11. Prepare the modal transport plans and their infrastructure with the support of the executing entities, the territorial entities and the General Maritime Directorate, Dimar.

2.12. Coordinate, promote, monitor and evaluate the National Government's policies regarding traffic, transportation and infrastructure in the ways of its competence.

2.13. Design, coordinate and participate in scientific, technological and administrative research and development programs in the areas of its competence.

2.14. Promote, in coordination with the relevant Ministries, international negotiations related to the matters within its competence.

2.15. Orient and coordinate in accordance with the provisions of this decree and the provisions in force, to the attached entities and exercise control of guardianship over them.
