Empresas Municipales de Cali (informally: Emcali) is a Colombian state-owned firm that provides water, telecommunications and energy services in the city of Cali.

In its telecommunications segment, the corporation serves almost 600,000 consumers by offering local and long-distance telephone, carriers, internet/data and equipment services.

It serves roughly 550,000 clients in the electric power distribution and generation industries and its waterworks business controls effluents, both residential and industrial, sewage and potable water networks, serving 98% of Cali's urban region.
