Description

The General Police Inspectorate (GPI) is the administrative authority subordinated to the Ministry of Internal Affairs, which ensures, in accordance with the law, the implementation of state policies in the field of maintaining, ensuring and restoring public order and security, protecting the rights and legitimate interests of the individual and community, investigation and discovery of crimes and contraventions, administration of justice, provides assistance to the population and local public, administration authorities.

GPI represents the central unit of administration and control of the Police, with the status of legal person under public law, having competence throughout the Republic of Moldova, has its headquarters in Chisinau, has own stamp with the image of the State Coat of Arms and name in the state language, as well as and treasury account and other specific attributes, as established.

The GPI has the mission of coordinating and organizing activities aimed to implementing measures to maintain public order and security, in order to increase the safety of citizens, streamline the process of preventing and combating crime, identifying and countering attacks on life, liberty, health and the integrity of persons, to private and public property, to other legitimate interests of the community.

GPI ensures the accomplishment of the functions established by his Regulation in the following fields of activity:

1) maintaining, ensuring and restoring public order and security, protecting the rights and legitimate interests of the person and the community;

2) prevention of crimes and contraventions;

3) investigation of crimes and contraventions, as well as criminal prosecution;

4) ensuring the administration of justice;

5) assistance of the population and local public administration authorities;

6) organizing the activity of the Police.

The GPI is headed by a head appointed by the Government, for a term of 5 years with the possibility of being appointed for a new term, at the proposal of the Minister of Internal Affairs.

The GPI has under it’s subordination:

1) specialized subdivisions - units of the Police of general territorial competence, with or without legal personality;

2) territorial subdivisions - entities of the Police, of territorial competence - corresponding to the administrative-territorial division, with or without legal personality, which are located and carry out their activity on the territory of the administrative-territorial unit.

GPI staff consists of civil servants with special status, civil servants and technical service staff.

The limit staffing of the GPI and its specialized and territorial subdivisions in the number of 9,156 units, including the central administrative body 220 units, of which 214 civil servant units with special status and 6 civil servant units.

The structure of the Police is approved by Government Decision no.547 of November 12, 2019 about the organization and functioning of the General Police Inspectorate.
