ARCA ( Regional Agency for Home and Living) Central Puglia was established with Regional Law No. 22 of 20 May 2014 and is a regional body governed by non-economic public law, with organisational, patrimonial, financial and accounting autonomy and technique.
It carries out the technical-administrative functions relating to public and social housing and takes over the active and passive legal relationships already belonging to the former IACP of Bari.
With a royal decree of 7 June 1906 , the Autonomous Institute for the construction of social housing began its activity . Months ago and precisely on 8 November 1905 and 25 - 26 - 27 January and 3 February 1906, the city council of Bari, in promoting the birth of the Institute at the Ministry of Public Works, proceeded to set up an initial management fund of £.100,000 "to be allocated in four budgets starting from that of 1906" approved the statute of the new Institute and gave the Institute being set up free of charge 20,000 square meters of municipal land to be used for the construction of social housing. Born as a non-profit organization, in implementation of the Luzzatti law n.254 of 31 May 1903, is recognized as an independent public body in the province with the Decree of the Ministry of Public Works of 23 February 1937 n.1921 which also approves the relative new statute.
