In 1991-92, a large number of Rohingya Muslims fled from Myanmar to Bangladesh due to political, social and economic oppression. The Government of Bangladesh allows Myanmar refugees to enter Bangladesh on humanitarian grounds and provides them with all-out support. Bangladesh government provides accommodation, medicine, food and clean water for the refugees. In 1992, 2,50,877 refugees were registered as counted. Arrangements are made to keep the said refugees in 2 camps. A Memorandum of Understanding with UNHCR in 1993 brought UNHCR and WFP into the program.
A new administrative structure called the Office of the Commissioner for Refugee Relief and Repatriation was created in 1992 for the proper management of the relief and repatriation of refugees and a large number of officers and skilled manpower were employed in the management.
