Description

The decision of the Minister of Transport and Communications of the Czech Republic dated September 10, 2001 resulted in the transfer of defined assets from the state to the regions. The decision resulted from Act No. 157/2000 Coll., on the transfer of certain things, rights and obligations from the property of the Czech Republic to the property of the regions, as amended, and set the effective date of October 1, 2001.

The Ministry of Transport and Communications of the Czech Republic issued a decision for individual regions by which the regions became the owners of roads II. and III. classes, including their asset managers - state-funded organizations of Road Administration and Maintenance (SÚS). All things managed by the transferred organizations, with the exception of Class I roads, became the property of the region . The total book value of the transferred property exceeded the amount of CZK 4.5 billion.

In connection with this transfer, the representative office of the Zlín region approved a new concept of road management and, by its resolution No. 56/Z005/01 of September 12, 2001, established a contributory organization "Zlín Region Road Directorate" on October 1, 2001 .

The basic idea of the approved concept was to separate the performance of road property management from the operational activity of maintenance work , which enables uniform management of administrative agendas, determination of priorities in maintenance and repairs, more efficient and economical use of financial resources.

The correctness of this concept is also evidenced by the increasingly successful cooperation with municipalities and cities in repairs and maintenance, and especially in investment construction in thoroughfares.

First stage

Transfer of four SÚS contribution organizations from state property to Zlín region property and relevant changes in the organization (October 2001)
ŘSZK took over the performance of property management of roads owned by the Zlín Region (January 1, 2002)
Second phase

Council's decision to continue the transformation (August 2002)
The Zlín Regional Council approved the initial transformation project (March 26, 2003)
Completion of the implementation project of the 2nd stage of the transformation (June 2003)
The result of the second stage was the establishment of four limited liability companies, into which all activities related to normal and winter road maintenance are delimited.

The companies have a single founder, which is the Zlín region , and all immovable and movable assets needed for the comprehensive maintenance of roads I., II. were invested in them. and III. classes and performing other activities related to the maintenance of roads.

The Directorate of Roads of the Zlín Region remains a contributory organization and will continue to fulfill, among other things, the role of a partner for SFDI (State Fund for Transport Infrastructure) and ŘSD (Directorate of Roads and Highways of the Czech Republic) as long as the current model of financing the maintenance of state and regional roads is in effect. In relation to commercial companies that will provide maintenance of roads in the Zlín region, the ŘSZK is governed by the Public Procurement Act when awarding works.
