The State of Geneva is the largest employer in the canton. The Geneva cantonal public administration has 19,674 employees occupying 18,240.1 jobs (figures at the end of 2023). The member of the State staff serves the general interest and not particular or sectoral interests. His motivation differs from that expected of employees in the private sector. It constitutes the meaning of public service. The principles that govern his activity are as follows: Legality - acting in compliance with the laws. Equality - treating each citizen equally. Transparency - informing the public of the standards that underpin administrative acts and decisions. Proportionality - limiting his action to what is necessary to achieve the defined objectives. These principles accompany a fundamental value: respect for the person. In addition, each member of staff is bound by official duties.
