At the beginning of the ‘80s, a debate concerning the importance of the freedom of movement has been initiated at European level. In 1984 the former German Chancellor Helmut Kohl met the French president at that time, François Mitterand, at the border check point « Goldene Brenn », nearby Saarbrücken.
