I am an ambitious, determined and committed Social and Employment Policy Expert, with over 12 years of training and international experience within the field of Learning & Training Policy, Industrial Relations and Comparative Labour Economics. Resourceful and innovative with strong communication, interpersonal and leadership skills, I am proactive and solution-led with an outstanding performance record. I led innovative projects of national relevance and delivered top-quality results for the French Ministry of Labour and the Italian Ministry of Labour.

As a Project Manager in the fields of learning policy, EU funded projects and employability strategies, I have consolidated experience in managing learning needs of national and international stakeholders, promoting social dialogue and consolidating partnership at local or national level, managing and coaching regional teams of Subject Matters Experts, innovating learning and training policies, according to skills demand, by using a data driven approach to implement active labour market measures.

Senior Labour and Employment Policy Specialist at the Italian Ministry of Labour (Executive Agency) from 2011, I am in charge for the designing and delivering of learning and development programmes at national level. Member of the Unit for the Dual System development (work-based learning), the team is responsible to provide guidance and expertise to Subject Matter Experts and Regional partners on the development of learning solutions and qualifications system: Learning Needs Analyses, quality assurance and assessment systems, identification and development of appropriate design and delivery mechanism to meet qualifications standards, guidance in development of programs, evaluation of learning outcomes and business impact. I am also particularly proud of my contribution to the development of the Youth Employment Initiative and Youth Guarantee. Policy Officer for the Italian Ministry of Labour, I am in charge for technical assistance to regional authorities, project proposals review, evaluation and guidance: in order to promote unemployed young people access to labour market, constant promotion of social dialogue between institutional representatives and labour market actors is strictly requested.

International experiences have crucial role in my career and in 2000 I was accepted for a Research Fellowship by the Columbia University of New York City, where I accomplished scientific researches for my degree. Thereafter, in 2007 I was EU Policy Analyst fortheFrenchMinistryofLabourinParis. Iwasinchargeforinternationalmobilityandlabourmarketinnovationpolicyanalysis, as well as EU titles equivalence procedures and the validation process of VET experiences. The role implied a main focus on international policy dialogue, harmonization of policy and procedures to the EQF, strengthening regional cooperation and territorial development policies, through the production, dissemination and promotion of territorial evidence.

Degree in Political Science (full marks and honours) and Master in International Affairs, in 2011 I successfully defended my PhD dissertation on “Modernising Matching Strategy in Education, Training and Labour Market: Learning Outcomes, European Convergence Policy and International Qualification Transparency. A New Contribute to Employability.” – learning strategies, international standard setting and innovation policy being crucial themes of the research.
