Senior Expert with 15 years of relevant professional experience in EC Technical Assistance projects Belgium and ACP and IPA countries;

Strong Experience of Public Finance Reforms and requirements;

Extensive experience in financial project management under EDF rules and procedures (8th, 9th and 10th EDF);

Experience with IADB Procedures;

Deep knowledge of tendering procedures, preparation of tender dossiers, contracting (services, supplies and works); tender evaluation; drafting, management and monitoring of programme estimates, drafting terms of reference for Project Management Units, participation to Steering Committees;

Excellent skills in Project financial management: Contract administration (European Commission, different procedures: Tacis, Phare) under the PRAG Rules;

Design of Guidelines and Procedures for Accounting and Financial Management staff, including job descriptions;

Strongly Familiar with capacity building activities and on-the-job training for ministry’s and Project’s staff on EDF Procedures and PRAG;

Education and Training Development for Accounting and Financial Management Staff;

Experience with development of training needs analysis and training plans for Financial Management staff and Accountants;

Experience in system and financial audits, Phare Programmes (European Commission, Phare Programmes, EDF Programmes), Financial auditing, EU Funded Projects (European Commission, Echo, Phare Programmes, EDF Programmes).
