Mohamed Gaafar has over 11 years of professional expertise in leadership and management of designing and developing results oriented monitoring and evaluation, accountability, learning, research and information management systems, building capacities of national and international teams, as well as fully liaising program planning and achievements to donors and stakeholders. Over the years, he developed extensive experience in all relevant design, development and practice facets pertaining to key thematic development areas relating to social protection and conditional cash transfer development programs, sustainable development, institutionalization, decentralization, governance, change management, public awareness and communications, infrastructure/asset improvements, technical performance and content capacity building, gender empowerment, civil society non-governmental organizations and community mobilization, entrepreneurship, employability, small and micro enterprises management and business development services, pre-school, pre-university as well as higher formal and non-formal as well as vocational education, hygiene, mother and child health, environmental resources preservation, cultural heritage conservation, solid waste management, waste water and pollution reduction, integrated water resources management and regional/national water research, agricultural development. He is multi-task oriented, enjoys a challenge, and continually stays abreast of the latest advancements in the development field as well as Mr. Gaafar has worked in the EU funded programmes and projects related to science and Innovation in particular Research, Development and Innovation Programme (RDI I&II) as well as Entrepreneurship and Incubation centers in Misr El khair Foundation and SEKEM Development Foundation, I have gained valuable experience in the grant management to the funded projects in Science and Innovation and Technology Transfer Offices around Egypt starting from lunching the call for proposals and preparing/drafting its related set of documents including the guidelines of the call, evaluation cycle according to the PRAG, awarding phase, implementation stages and closing in addition my experiences in managing the entrepreneurship centers in Misr El Khair Foundation and SEKEM Development Foundation from establishing the center and co-working areas, managing the call for applications (intakes), monitoring the performance of the incubated companies and graduation of the companies. I’ve managed more than 7 call for proposals published under the EU umbrella during 5 working years in the Research, Development and Innovation Programme whether open or restricted calls for proposals following the EU lunching, evaluation and awarding regulations stated in the PRAG. In addition I was evaluation committee secretary for more than 5 calls for proposals. As well as preparing awarding contracts for more than 70 grants. In addition to my independent consultancy works with Delegation of EU in Egypt as a Junior Procurement Expert to provide technical assistance to TVET programme to conclude their supplies contracts, and with Anna Lindh Euro-Mediterranean Foundation as a Financial Expert to monitor and analysis for the submitted final financial reports from the NIAs contracts and prepare payment visas accordingly, and now, I’m working in SEKEM Foundation to establish their Business Entrepreneurship center, prepare its structure and implementation plan.
