Jan Helmer (M.Sc. Economics, Wageningen, The Netherlands) has over 30 years of experience as consultant and as civil servant. He is senior expert for financial-economic analyses, master planning and asset management for roads, ports and airports; coastal protection, (public) transport and mobility; water supply and sanitation; surface water and water safety; solid waste, environment, agro industry, rural development and resettlement. With a focus on CBA, business cases, life cycle costing, financial modelling, cost and management accounting; cost effectiveness analyses and tariff policy calculations. He has a broad interest in all subjects at the crossroads of society and economics.
Jan has a broad and extensive experience in public asset management: works, end-of-life strategies, function-performance-risks-maintenance-costs chain, service level agreements, systems approach. Maintenance management selection and prioritization through financial analysis, business cases, total cost of ownership.
Operational and strategic experience covers institutional and governance aspects, policy development and implementation, maintenance planning, costing and budgeting.
He has worked for private and public agencies on finance and (socio-)economics, asset management, PPP implementation, institutional development, strategic planning, socio-economic surveys, resettlement issues, expert reviews, planning and evaluation of public and private sector projects.
Mr. Helmer has prepared and presented training modules in English, French and Spanish. His overseas experience covers over 20 years. Having worked in private and public positions he has a strong focus on the needs and priorities of both parties.
