- Ten years of working experience as economist and fiscal policy analyst to IMF, World Bank, IDB and US Council of Economic Advisers and engaged in the formulation, implementation and monitoring and evaluation phases of economic and fiscal policy reform programs.
- Additional twelve years as independent consultant casting and reviewing the macroeconomic outlook and fiscal sustainability of countries engaged in economic transformation and fiscal decentralization policies.
- Overall experience as Accountant and Resident PFM Advisor in the Departments of Budget, Treasury, Accounting, Performance Monitoring, Public Investment Management and IFMIS across the globe. - Participated in 32 PEFA and FRA assessments funded by EC, SECO, DfID, World Bank, and BTC at national, sub-national and sector levels and in 12 macro-fiscal and PFM performance reviews in fragile states and post-conflict countries. Among others, evaluated the institutional arrangements and accounting processes, guidelines and internal controls and financial reporting requirements within budgetary and extra-budgetary entities managing public resources—the latter include social security, investment and fiduciary funds. Carried out project evaluation using OECD-DAC in Bolivia (2), El Salvador, Nicaragua, Rwanda and St. Kitts and Nevis.
- Strong command of analytical and evaluation tools in areas of economic and fiscal policy and management.
- Conducted the mid-term and final evaluation of PFM reform and public sector reform programs for World Bank and SECO and identified new suitable areas for technical assistance.
- Assessed the relevance, effectiveness, sequencing, efficacy and sustainability of PFM reform and capacity building programmes using the OECD-DAC evaluation method and measured the impact in budget transparency and accountability and efficiency in public service delivery overall.
- Assisted Governments in the formulation of PFM reform action plans and results monitoring frameworks;
- Assisted expenditure policy and national budget authorities in assessing the financial requirements of economic infrastructure and social investment programs and formulating medium-term expenditure frameworks within the fiscal resources available.
- Working experience with Modernization of Tax Administration, reform of budget, and adoption of Performance and Program Budgeting, and mapping and implementation of Financial Internal Controls.
- Responsible for providing training to PFM staff, emphasis in strategic planning and budgeting, cash management and cash flow forecasting, TSA, and adoption of cash and accrual based IPSAS standards, as well as Internal Audit (IIA) standards.
- Working experience in Latin American and the Caribbean, Southeast Asia, South Asia, Middle Eastern, Balkans, West Africa, South Africa and Eastern Africa regions.
