Served in numerous roles on short and long-term international development projects, including: Team Leader, Monitoring and Evaluation Expert, Training Director, Financial Management Expert, Democracy and Governance advisor. 

Specialist in advising, mentoring, and training government managers and leaders. For a 15 year period he was the Executive Director of the Santa Cruz Institute, where he designed and delivered training programs for government officials from more than 60 countries. He has designed training curricula, and the accompanying session plans covering periods of study from 6 to 30 weeks in the complete range of Public Financial Management (PFM) topics, including: Finance, Audit, Risk Management, Procurement, Accounting, Budgeting, IT-ICT-FMIS, Planning, Monitoring and Evaluation, and Management and Leadership. He has worked in the entire assessment, monitoring, and evaluation cycle of projects, including designing and conducting training needs assessments and establishing monitoring and evaluation systems to measure project performance indicators.
