Working experience with EU-Structural Funds, EU-Programmes and Community Initiatives (Cohesion Fund, FEDR, ESF, IPA, ENPI).

Detailed knowledge of EU-procurement and tendering procedures (PRAG, FIDIC, Financing Proposals, Financing Memoranda).

Working experience in management/monitoring of EU pre-accession and structural and cohesion funds based on Results Based Monitoring (RoM) and Project Cycle Management (PCM) approaches.

Senior level experience of all stages of the project cycle management (identification, planning, appraisal, implementation, monitoring & evaluation).

Experience of using the logical framework approach as a planning and management tool.

In-depth knowledge of institutional capacity building for national, regional and local administrations.

Active participation in tendering procedures (preparation of the tender dossier, member in Evaluation Committees) for projects implemented in Romania under PRAG and national procurement legislation.

Organization of technical assistance / consulting sessions for PHARE beneficiaries on PRAG procurement procedures as well as implementation procedures, together with provision of on the job training sessions, following EDIS accreditation granted by EC in 2006.

Broad experience in improving communication and fostering operational partnerships between institutional partners, dealing effectively with Romanian and foreign top-level officials in various fields of activity (finance, environment, justice and home affairs, cadastre, agriculture etc.), as well as with the European Commission officials.
