- Experienced Team Leader, excellent skills in project management: more than 10-year experience in the management of teams of experts in the framework of international assistance projects on public administrative topics (particularly from EuropeAid). These included long-term Team Leader positions (in Lebanon, Mali, Russia , Tunisia and Egypt) and multiple other projects that required the coordination of large expert teams, the planning and monitoring of activities. Projects focused on the creation or restructuring/modernization of administrative bodies, civil service institutions (notably in Macedonia, Russia, Tunisia and Egypt). Implementation of PCM techniques and deep knowledge of the community of experts involved in projects developed by international donors. Strong communication skills with stakeholders and Project beneficiaries.
- Capacity building/HR development: organisation/re-organization of administrative services/ and departments, including training institutions, at central and decentralized levels; Training Needs Assessment, implementation and evaluation of training programmes for civil servants (initial and in-service training), training of staff and of trainers (ToT), study-tours in EU member states, in modern administrative management including e-governance; implementation and monitoring of policies and tools related to the recruitment, appraisal, and retirement of civil servants.
