About
- Long-standing experience in the organisation and coordination of regional surveillance joint patrol.
- Qualification and experience in Fisheries management with strong standpoint on the MCS role
- Experience on working at regional level with Indian Ocean Commission (IOC) member State and with East South Africa countries (Kenya, Mozambique, Tanzania, etc.)
- Experience working with the Regional Fisheries Management Organization (IOTC, SWIOFC, LVFO), Regional Economic Commission (SADC, IGAD, COMESA, EAC) and Africa Union (AU-IBAR, NEPAD)
- Oversee the development of Regional web base MCS Information exchange system
- Oversee the implementation of the IOC Regional Observer programme
- Very familiar with Call for proposals mechanisms and direct grants
- Understanding and knowledge of Project Cycle Management approaches and reporting systems.
- Good knowledge of most international donors’ procedures (EU, UNDP, AFD…).
- Very thorough and up to date knowledge of financial procedures and regulations and procurement procedures of the European Union.
- More than 15 years of experience in management of development programmes
- More than 20 years of experience in financial and administrative management, accounting, and staff management in private and public sector.
- Proven experience working as an Imprest accounting officer (account signatory for EU funded projects): 9 years in Mauritius and 7 years in Madagascar.
