Forty years in international affairs, including twenty years’ overseas experience in development; priority areas are research, training, and project administration and management. Key interests are capacity building and human resource development, particularly for local organizations working in rural development contexts. Management strengths are planning (including strategic planning), supervision, and communication skills. Developed modules for training in project design (problem identification through budgeting); extensive experience in organizational development for civil society partners, particularly in Africa. Sectoral experience includes health and population, water resources, agriculture, governance, education and training, workforce development and natural resource management. Technical skills include needs assessment for management training, grants management, bilingual management training capacity (French-English), donor proposal preparation and report writing. Very strong interpersonal skills and sound grasp of social science research methods.
