Matthew Smith is an experienced Team Leader with substantial experience of project design, execution, programme monitoring and evaluation, project cycle management, performance assessment and impact assessment. He also has enormous experience in building capacity in grant making, proposal and project appraisals., His sectoral expertise encompasses governance reform, civic and voter education, criminal justice reform and access to justice, water, education and health. Clients for whom he has worked with include all the major bilateral and multilateral donors such as DfID, DANIDA, SIDA, USAID, the European Union, OECD and many of the agencies under the UN umbrella. In addition he has worked with major NGOs, CSOs and FBOs across the African continent, For the past thirteen years, Matthew has been Director of Strategy and Tactics, South Africa through which he was responsible for the design, management and performance appraisal of programmes designed to promote governance reform, access to justice and political empowerment in Southern Africa and improve service delivery of government departments. The African context of these programmes meant cross cutting issues of gender, HIV and AIDS, the environment were central to all these programmes
