About
I have over 24 years of experience in complex program management and administration. I’m well versed in grant and contract awards management, national and international procurement and human resource management. I have been working with a number of the USAID funded programs in Georgia since 1999.
My work experience is mostly related to economic, energy and environment sectors development in Georgia. This includes intense relationships with international donor organizations as well as with Government of Georgia and local NGOs. During many years, I have been working on Energy Efficiency and Renewable Energy projects implementation in different, including very remote, regions of Georgia. During the Rural Energy Program, I worked on small hydropower plant rehabilitation projects and this gave me a very strong experience in management of construction/engineering related projects, including tenders, procurement and contracting. During last few years I worked on Partial Grants Program for Low Emission Development Strategies in Georgian Municipalities. We have very significant achievements in this direction with help of different international donors as well as local government. I worked together with local NGOs and Municipalities to develop and implement projects that serve for reduction of energy consumption and GHG emissions throughout the Georgian Municipalities.
I have a very strong knowledge of international regulations on procurement grants/contracts and program management. It is worth to say that in 2016 I took training courses in Sub-Award Management and Procurement Planning and Execution in Washington, DC, USA. I was trained in USAID compliance requirements, covering Procurement, Contracting and HR aspects, while visiting Winrock International Principal Office in Arlington (VA, USA) for three weeks personal training session in 2012.
I develop grants, procurement and office operation manuals for field offices per Code of Federal Regulations of US and local law requirements. I conduct program & financial reviews of grant recipient local NGOs and give recommendations as needed. I deliver trainings and seminars for local organizations on strengthening internal controls, grant project budgeting, procurement and financial and program reporting. I work with local government representatives on project successful implementation plans and help them to build strong capacity and get more familiar with international experiences.
