Global Environmental Issues: During 25+ years of professional career developed extensive experience and expertise in global environmental issues, including; air emission inventories; environmental protection measures and policies; climate change impacts and adaptation; modelling and projecting air emissions; and pollution prevention project development and evaluation. Lead Co-Author of the IPCC Special Report on Emission Scenarios (2000) and the Working Group III Contribution to the IPCC Third Assessment Report (2001). Assisted with development of national, regional, and sectoral air emission inventories and Climate Action Plans in Russia, Ukraine, Belarus, Kazakhstan, Estonia, Bulgaria, and Hungary. Led the development (including financing) of over 30 pollution prevention projects in Eastern Europe and Caucasus countries.

Work with Multilateral Institutions and Donors: For the last fifteen years, has been consistently involved in the on-site institutional and investment capacity development in the Eastern Europe, Caucasus and Central Asia for such clients as EU Delegations, EuropeAid, EBRD, World Bank, IFC, USAID, UNDP, UNECE, and UNIDO. Conducted in-depth research, air emission inventories and mitigation project development in energy, industrial, agriculture, coal mining, natural gas sector, pulp and paper and other sectors. Established long-term professional relations with many key international climate change stakeholders in governmental, business, and NGO circles. Promoted EU environmental acquis in Kazakhstan and Ukraine.

Management and Coordination: Over last fifteen years conducted day-to-day management of six EuropeAid projects (as Team Leader and Project Manager) in the areas of clean energy and climate change with the combined budget of over 12 million Euros. Served as Chief of Party of the $8.5 million USAID Kazakhstan’s Climate Mitigation Project and regional Team Leader of the EUR 2000 EBRD’s Multilateral Carbon Credit Fund (MCCF). Managed project staff and multi-million budgets; conducted quality assurance and control of key deliverables to clients; prepared progress reports and presentations to clients and stakeholders. Is an effective personnel manager with experience of simultaneously managing and coordinating dozens of staff at 3-4 offices and subcontractors worldwide. Based on consulting experience in more than 30 countries gained solid diplomatic and partnership building skills.
