Cephas has thirty-four (34) years post-graduation experience in the Water and Sanitation Sector, with extensive hands-on experience in areas such as Engineering Planning, Design and Construction Supervision of Water and Sanitation Systems, Contract Administration and Project Management of both local and international contracts, Procurement of Works, Goods, and Services, Operation and Maintenance of Water Utilities, Budgeting and Tariff Setting for Water Utilities, Strategic Planning/ Management, Monitoring and Evaluation, Water Services to Low-income Consumers, and Institutional Strengthening.

He is currently an Advisor on the Adam Smith International Team, for the Millennium Challenge Corporation and Government of Sierra Leone (16 Million USD) Threshold Program (since May 2018).
