About
In 1981 Carlos began his career in a pioneer engineering consultancy in wind energy and manufacturing of wind turbines connected to the grid. He later joined the Projects Division of Construcciones Aeronauitcas S.A. (CASA), where he worked for four years as project manager on aeroelasticity and dynamic loads of the Casa/Nurtanio-235 and Eurofighter aircrafts.
In 1988 he joined the Institute for Diversification and Energy Saving (IDAE), a state agency under the Spanish Ministry for Industry and Energy. During the first four years, he was responsible for the Transportation Unit. In 1991 he was appointed as Head of the Studies Department, assuming the development of studies and reports in the field of energy efficiency technologies, renewable energies and sustainable transport. He also started to act as Spanish representative in several working groups of the European Commission, the International Energy Agency and other international organizations.
In 2008 he joined the General Directorate for Transport and Energy of the European Commission in Brussels, where he worked during four years as national expert on the establishment of directives and policies linked to clean and efficient technologies and alternative fuels aimed at the urban transport environment.
In 2012, he rejoined IDAE as Planning and Studies Department Manager. Under this responsibility, he coordinated the support activities of IDAE to the Ministry of EcoIogical Transition in the field of energy planning, including the most recent NECP-2030 of Spain. He also managed pilot projects and market studies on energy consumption and efficient and clean technologies in the main end-use sectors.
During the last 8 years he has worked in parallel as independent expert on sustainable energy and transport for different institutions and government administrations.
