About

An Architect/Urban Planner with more than 35 years of professional experience, including thirteen years in postgraduate teaching and research supervision - Founding Director of the Development Planning Program at the University of Queensland, Australia. Professional experience includes sectoral and geo-spatial assessments of planning needs/impacts; generating and reviewing master plans; generating strategic plans to mitigate chronic urban issues triggered by climate change and population redistribution, as well as for promoting sustainable economic activities while ensuring optimum quality of life for all residents of target areas. Over several years, has developed strong skills and competencies in evaluating/reviewing development interventions of various donor agencies, such as the EU, to assess and record the degrees to which the intervention objectives have been achieved while highlighting all positive, as well as negative, impacts of the interventions. The Facility Performance Evaluation (FPE) and Post-occupancy Evaluation (POE) techniques were widely used. Recommendations were also provided for appropriate actions to pursue in order to enhance and/or replicate those aspects of the interventions that have been relevant, effective, efficient and sustainable and identifying those that are not for discontinuing or other appropriate actions. Other donor agencies worked with are the Commonwealth Secretariat, ADB, UN Habitat, UNEP, UNDP, JICA, AusAID, NZAID, GTZ, NORAD and private organizations.

In the past six years, an area of special interest and specialization has been in Smart Cities Planning and Management, focusing on the interface between rapidly changing needs in cities and regions and the emerging technologies, particularly in the communication field. The development of appropriate strategies and programs for enhancing the capacities and competencies of professionals engaged in implementing programs and projects related to Smart Cities is the ultimate pursuit.
