22 years of professional experience in public administration and international donor-funded projects in Georgia as external consultant, senior official and/or adviser in the fields of public finance, monitoring and evaluation and regional development, including over 10 years (1997-2006) in leading positions within the Ministry of Finance of Georgia;

Highly experienced consultant, Key Expert, Deputy team Leader, advisor and trainer on Monitoring and Evaluation as well as Public Sector Finance Management (focusing on program budgeting and results-oriented monitoring);

Experience in over 10 international donor-funded projects supporting the reform of the Georgian public administration in the fields of Regional development, Public Finance management and Justice reforms.

Up to date knowledge of the current state of art and challenges in the field of regional development in Georgia. In-depth knowledge of the institutional structure of the Ministry of Regional Development, with specific consulting experience in the Ministry of Regional development of Georgia and across wide spectrum of Line Ministries, Local Government, Municipalities, Spending Agencies, Territorial and governmental bodies at state and local government levels;

Excellent knowledge of budget support instrument and EU Project Cycle Management (PCM) including Logical Framework Approach (LFA) with over 11 years of experience in working within international projects of institutional capacity building in the Public Finance field in Georgia;

Public Sector Finance Management with special focus on Strategic Planning, BDD, Medium Term Expenditure Frameworks and Action Plans, planning and management of the programme budget, Monitoring and Evolution, including commitments, payments, accounting, consolidating and reporting systems, administration, state and local budget preparation and execution cycles, Performance Based Budgeting with profound knowledge of MTEF and budgeting process;

Hands-on experience in institutional capacity building for line ministries, including the use and application of the PEFA methodology;

Experienced trainer and lecturer, including the use of various teaching techniques in elaboration of curricula, organisation and moderation of workshops, seminars, conferences and on-jobs training in the fields of Monitoring and evaluation and public finance;

Longstanding experience in managing teams, ensuring communication with high-level government officials in the fields of political and economic analysis as well as with the representatives of international organisations;

Excellent analytical, reporting and communication skills, proven ability to establish smooth working relationships with high-level government officials;
