About

With extensive experience (27 years) in urban/public sector management, Andre’s career has progressed into development management of large public benefit projects. In this role his previous experience in local government, urban development planning, infrastructure project preparation and public finance combine to create value in project delivery. Andre has been engaged in a number of housing projects, some highlights which include:
a) Preparation of the first metropolitan land availability study for the larger Cape Town Region (1992) so as to provide serviced land to informal settlements;
b) Western Cape Provincial Housing Project Management for rural towns (i.e. Worcester, Ceres, Tulbach, Robertson and Ashton between 1991-1992)
c) Volunteer work for a housing advocacy NGO (Development Action Group) and Urban Sector Network during the 1990’s;
d) Development Manager for the Lerato Park Integrated Housing Project (Kimberley) of 7000 units between 2007 and 2014;
e) Development Manager for Postmasburg Integrated Housing Project (2012-2014);
f) Project development and feasibility studies for (mining) housing projects in Kuruman and Sishen;
g) Tender management and deal structuring for the 24 000 unit Lufhereng Housing Project (Johannesburg); and
h) Professional Team leader for the Otjomuise Ext. 10 Housing Project in Windhoek (2013-date). This project is a combination of sectional title housing modalities covering both affordable rental, rent to own and free hold typologies.

Andre has worked in the full value chain of housing delivery, from project conceptualisation and development, to bulk infrastructure delivery, development and end user finance arrangement, development management, construction management and more recently, as the development company’s representative in the development.
Andre has a keen academic and practical interest in urban policy and has been a leading proponent for City Development Strategy development that allowed large and secondary cities in South Africa to meet urbanisation and growth challenges through targeted infrastructure investment. By linking such strategies to new and innovative financial strategies, Andre has been able to assist city governments to conceptualise and realise infrastructure development programmes at scale and financially feasibility.
Since November 2014 Andre has been assigned as Business Unit Manager/Country: Manager: Namibia and leads a Bigen Africa subsidiary, Bigen Kuumba Infrastructure Services (PTY) Ltd. in Namibia. Andre was part of the professional team completing two rail commuter feasibility studies in Namibia and leads the development of Otjomuise Extension 10, a project of some 3500 affordable housing units. His most recent success has been an EPCM appointment for a rail upgrade project between Walvis Bay and Kranzberg, forming part of the Trans-Kalahari rail link to Botswana. He is furthermore leading the turnkey development of a 400ha. Industrial Development at Walvis Bay, the !Nara Namib Free Economic Zone.
