Ms. Shal is an Egyptian National, who has an academic background in telecommunication engineering. Ms. Shal has over 23 years of development projects management experience. Ms. Shal managed a diversified range of projects including micro-credit, primary education, preventive health and environmental projects (water & sanitation, solid wastes, environmental awareness and sustainable management of wildlife resources). Ms. Shal has significant expertise in all aspects of project management starting from needs assessment, design, baseline studies, monitoring and finally evaluation. Managing projects in different developmental sectors and with different players: international agencies; Government; Non-Governmental Organizations; private sector; and grass roots, provided her with diversified multi-disciplinary hands on experience and cultural sensitivity to the various working environment.

Ms. Shal, also, has background studies & experience in information systems & computers. This allows her to create an informative environment in her work through the development of related databases, statistical charts, cash flow analysis and presentations. She developed monitoring and evaluation tools that support the follow up and analysis of projects' progress; especially with respect to revenue projects such as micro-credit and solid wastes projects, as well as projects’ financial progress. During her employment with the Egyptian Swiss Development Fund (ESDF), Ms. Shal fully designed and developed the ESDF Management Information System that allowed the Fund’s Management and different personnel to monitor and analyze data related to all ESDF funded projects.

During her employment with ESDF, Ms. Shal managed 10 projects valued at over LE 126 million, in addition to reviewing and preparing a number of other projects for funding. Ms. Shal has in- depth experience in managing and implementing large scale water and sanitation projects. She has gained the required knowledge for following up engineering consultancy firms, contractors, tendering procedures and supervision requirements. Her responsibilities involved coordinating with Government Officials and negotiating Government contributions; preparing cooperation agreements with the Governorate and other relevant Governmental Authorities; following up financial disbursement and keeping track of projects disbursement rates; taking corrective actions as needed and encouraging NGOs toward investing opportunities to maximize project results and coverage.

Managing projects in different developmental sectors, provided Ms. Shal with diversified hands on experience in sector related issues, such as NGOs' implementing/institutional capacity for the sector, community needs, obstacles and challenges, governing laws, stakeholders involvement and participation, human resource and financial requirements and sustainability measures.

From 2010 till 2020, Ms. Shal has been one of the Managing Partners of Development Business Associates limited liability Egyptian Company registered under Investment law 159.
