Internationally recognized track record in successfully implementing projects over 30 years as a consultant involving environmental management, institutional strengthening and capacity building, policy and economic analysis, planning, management, monitoring, evaluation and development of energy projects, feasibility studies, design, construction and project management in complex, up to multi-million dollar environmental management, renewable and alternative energy, water resources, river basin management, irrigation, flood management, roads in mainly donor-funded rural development sector programs in Bangladesh, Costa Rica, the Dominican Republic, India, Indonesia, Mexico, the Philippines, Thailand, and Vietnam as well as many years of experience in prefeasibility, feasibility, design and construction monitoring/management on projects in Canada, Mexico and the U.S.A serving clients on hydropower, water supply, municipal infrastructure, port infrastructure, flood management, and mining. Functional experience:
- Providing Direction and leadership in multidisciplinary teams for large, complex agriculture and rural infrastructure development investment projects in Indonesia, the Philippines, Thailand and Vietnam, and energy and climate change projects in the Domincan Republic, Costa Rica, American Samoa, Hawaii, the Philippines, especially for teams of domestic engineers and to experts in other project disciplines, often government counterpart officials;
- Planning for and providing direction to capacity building and institutional strengthening programs for devolved governance for decentralized government service delivery;
- Preparing and implementing technical studies and economic feasibility studies; numerical modeling for structure, hydraulic, flood mitigation and irrigation and water resource management design; surveys to support mapping and design; mapping; drafting; cost estimating; detailed design for construction; performance reports; work and procurement plans, financial and accounting reports, and establishing M&E systems for quality control and risk management, construction monitoring and management;
- Providing advice and technical assistance to various levels of government in formulating development policy, planning, project management, studies, project implementation, design and construction;
- Training engineers, technicians, drafters and technologists at field level and various government agencies and institutions at all levels of government by conducting seminars, training sessions, on-the-job training, and developing training and implementation manuals.
- Implementing as integral parts of projects and development programs measures to minimize social and economic safeguard risks (the environment, involuntary resettlement and indigenous peoples) and promoting gender equality and empowerment of women as well as other locally marginalized stakeholders;
- Developing innovative approaches in support of inclusive stakeholder participation and partnerships including participating in and directing stakeholder meetings and applying participatory project development and management strategies to project implementation;
- Solving problems by applying remedial mechanisms based on participatory stakeholder feed-back and using cultural awareness, diplomatic and indigenous language skills to deal with often unseen local and national-level political issues hindering project advancement;
- Designing infrastructure and systems and directing groups of engineers, technologists and drafters in the design of project components including managing and directing staff conducting field tests to acquire hydrological and geotechnical data required for studies and detailed design.
- Construction Management as site resident engineer on projects in Vietnam (RCC dam and dykes), Canada (seismic rehabilitation of water storage dam, flood dykes), Indonesia (various irrigation projects), Philippines (various irrigation projects and road projects), Thailand (various irrigation, water resources, road projects), Mexico (drilled pile installation).
- Providing arbitration between vested interests (local and national) and less influential stakeholders to successfully solve project development obstacles and advance projects by using cultural awareness, and diplomatic and local language skills;
- Disseminating program information through training at all stakeholder levels and publications to enhance program ownership among all stakeholders, including authoring web sites;
- Planning for development of climate change and renewable energy projects, rural development, irrigated/dry-land food and industrial crops; smallholder/subsistence practices, agro-market/industry value chain development, food security and self-sufficiency, water resources management, flood management and mitigation, roads for enhancing rural development, alternative renewable energy resource exploitation including UN clean development mechanism and greenhouse gas mitigation strategies for earn certified emission reduction (CER) credits;
- Planning, training and implementation of operation and maintenance strategies for sustainable implementation of rural infrastructure, particularly for effective operation of irrigation schemes to increase crop production and beneficiary incomes through development of procedures and policies that maximize stakeholder participation while reducing government involvement for sustainable (economic and technical), holistic system operation.
- Analyzing national and local-level policies and developing new strategies for sector improvement and growth and to apply to integrated sector development.
- Analyzing national and local-level design and project implementation policies, methodologies, codes and manuals, and developing and recommending revisions and improvements based on analyses of local realities including government agency and private sector capacity, institutional strengths, urbanization and changing cultural, economic and social conditions, and impacts of climate change, and the need to increase inclusion of marginalized communities and women in development programs and policies.
- Directing and coordinating rural development programs and planning, studies, design and construction implementation of rural infrastructure at central, provincial, municipal and other devolved government agencies and implementing units.
