About

I have over 30 years of experience in various senior leadership positions in the private and public sectors. After starting out in the oil and gas industry, I have held significant decision-making positions in state administrations, served as a trusted advisor to international governments and private companies, and managed a wide variety of overseas projects. My career has mainly concentrated in the electric power, oil and gas, utilities and water management sectors. Some examples of areas of focus include:

  • Advancing competitive market conditions in the electric power and oil and gas industries – upstream, midstream and downstream regulations, policy, infrastructure and business growth
  • Advisor to public utilities on strategy, financial forecasts, public outreach and communications with regulatory agencies and customers
  • Transactions advisor on behalf of industry and governments on finance, investment, incentive regulation, commercialization and privatization, public outreach, and other sensitive issues
  • Drafting and implementing laws, regulations, policies, contracts, agreements, licenses, procedures and processes with follow-through on adoption and implementation
  • Preparing and conducting testimony to support draft legislation, regulations and polices – followed with government and legislative meetings to respond to challenges and changes
  • Introducing demonstration models and pilot projects that directly contribute to policy reforms, better governance, private investment, market competition and commercial development
  • Conducting technical evaluations, economic assessments, financial analysis, market forecasts and political strategies to achieve better governance and more competition
  • Creating regulatory structures, results-oriented environments, economic certainty, and financial incentives that strengthen industry investments and government relations
  • Ensuring legal and regulatory standards and practices are implemented and maintained
  • Promoting the ‘regulators creed’ of public outreach and strong communications through an environment of openness, fairness, predictability, transparency, balance and objectivity
  • Ensuring that training and capacity building programs go hand-in-hand to meet organizational requirements and sustainable employee career growth
