Overview

Over 30 years of professional international experience, in both development and post-crisis recovery/reconstruction, in 28 countries (see box above), working for a wide range of organizations: UNDP, IOM, UNDPKO, Inter-American Development Bank (IDB), World Bank, German Development Bank (KfW), IDRC of Canada, and the Governments of Uruguay, Colombia, Venezuela and Jordan as well as private consultancy firms. Extensive experience working with many of the main international donor agencies including: WB, IDB, EU, DFID, USAID, AECID, CIDA, JICA and many others, with a proven track record in building multi-partner alliances for stabilization, recovery and development work.

Main areas of expertise include Micro-enterprise Development; Demobilization, Disarmament and Reintegration of ex-Combatants (DDR); Community Security/Violence Reduction and Stabilization; and Social Services Reform programmes, mainly in Education, Youth Employment, Poverty Alleviation and Citizen Security. First-hand knowledge of microenterprise development in rural and urban economies, both at the policy and the project design and management level, particularly in training and technical advisory services market development through voucher programs, and information and referral services, as well as regulatory reform. Solid understanding of social services reform programs, particularly in the education and health sectors.

More recent work has been in the field of information management and analysis in crisis/post-crisis reconstruction, for UNDP/UNRCO, in support of the RC function for the UN system and the host Governments in 4 crisis-conflict-affected countries (Sudan, Lebanon, Jordan, Palestine). Also specific experience with program evaluations for the EU on Post-Disaster/Post-Conflict Needs Assessments for the EU.

Overall, more that 20 years as programme and project developer and manager, throughout all stages including initial concept development, project design –including Lograme and indicator design and baseline setting-, fund-raising and contracting, as well as all stages of implementation, including M&E and reporting, as well as results and impact evaluation and reporting.
