Key qualifications:

More than 25 years of experience of managing, designing, implementing and evaluating international projects and programmes in the field of general education, adult education, TVET and employment promotion,

Long experience of successful work for different donors (EU, WB, ADB, Sida, UNICEF, UNDP, MFA Finland, GIZ, Danida)

Long experience of development of labour market survey systems, competence-based curricula, teacher training, education and TVET policies, Human Resource and Organisational Development in the field of education, and quality assurance in education

Experience of working in more than 40 countries in the education and TVET policy, TVET and skills development, social partnership and employment sectors

Senior advisor to Swedish International Development Cooperation Agency (Sida) on portfolio development for the education and TVET sector

Long experience of all components of PCM; planning and drafting of project ToR and project proposals, project assessment, project management and implementation, project monitoring and ex-post evaluation

Experienced analyst and report writer; fluency in English and Russian.
