• I have experience of more than 15 years in Public Finance Management (management accounting, revenue management, expenditure management, asset management (movable and immovable), financial accounting, supply chain management; internal control, enterprise risk management; internal audit) and Public debt auditing and management identifying weaknesses, developing and implementing solutions in Portugal and in several African countries as Guinea Bissau, Cape Verde, Angola, Mozambique, as per my CV.
• More than 10 years’ experience in the implementation of PFM capacity development programmes; - of Public Finance internal control based on the COSO international standard, Assets Management and Public Procurement.
• I have delivered 7 trainings between 2008 and 2018, of which 3 trainings on internal debt auditing, public procurement and assets management in Guinea Bissau. 1 Course in Public Finance Management in Cape Verde, 3 courses of Internal control, Assets Management and Public Procurement in Mozambique.
• I was in management position in PFM in the Portuguese National Parliament on the execution of the National budget. for 5 years.
• I have more than 19 years of experience in public sector reform processes in developing countries during all my career, working on the field or remotely.
• More than 20 years in SCM and capacity development. In what concerns Municipal service delivery, I have done it during the period of work in Mozambique writing rules of management and audit and procurement which are applicable to provinces and municipalities (2012- 2016).
• 12.5 years (Portgas - 5 years CFO + D&A Telecom 4 years Founder and CO - CEO + 3.5 years as Team leader of southern and western Africa, central and local government public and SoE (State owned Enterprises) projects. 
• Msc degree in Financial Management and Certified Chartered Accountant.
• Portuguese mother tongue with excellent writing skills in English having served as expert on 6 English language based international projects (Bhutan, USA, Hong Kong, Mozambique, Namibia and Cape Verde).
• Excellent interpersonal skills and ability to work in a multicultural environment having participated in 6 international assignments involving team members of various cultural backgrounds
• Over 10 years of experience working as an internal controller (January 1997 – April 2009), Auditor (1997 – Feb 2012) and as a responsible for financial management in a public institution (Portgas S.A., Jan 1992 –Dec 1997).
• Experience in the development and introduction of IT in public institutions - Participated in the development and roll-out of SAP software for CBAS (Computer-based Accounting Software) and IFMIS at Portgas S.A; In capacity of member of the Portuguese national parliament, served as member of the database and Parliamentary information technology network group that oversaw the introduction of IT to the parliament.
• 20 years’ experience in procurement and contracting work in the private sector (Printing services, timber, trading, telecommunication), public sector (National Parliament) on international projects (Guinea Bissau), in Mozambique writing the National Procurement Manual and EDM Procurement), Angola Strategic Procurement Plan also as a lecturer and Electricity of Mozambique Procurement Reform.
• Experience in process design, redesign, development and introduction of new administrative procedures – Led teams and/or was responsible for the introduction of new administrative procedures in a number of companies (Editorial Ilhas, MADEPOL, Portgas, Delta & Alpha, etc..)
• Experience working with a Supreme Audit Institution – as expert on the 2010 PEFA assessment, held consultative meetings with the Tribunal Administrativo in view of determining data pertinent for the assessment and as EU expert 2012-2016.
• Excellent knowledge of EU procurement and grant procedures - In Guinea Bissau, conducted an evaluation of public expenditure processes and formulated recommendations on public expenditure management and procurement in line with PRAG.
• Previous work experience in Mozambique - Served as International expert on the 2010 PEFA assessment of the country
• I am aware of Strategic Partnership as an Instrument of EU Foreign Policy..
