More than 35 years of experience in identification, formulation, appraisal, planning, management, monitoring and evaluation of health programs, policies and projects. Lived-in, worked-in or on mission to over eighty-five countries mainly in Africa, Asia and Latin America. Experienced team leader or team member in single/multi-country evaluations, situation analysis, policy development missions and long-term monitoring and evaluation of health programs. Director of Univ. Manitoba research, training & service program in Kenya since 2001.

Many consultancies over the past twenty years for UN agencies (UNAIDS, WHO, UNFPA, UNICEF, World Bank), multilaterals (GFATM), bilaterals, country ministries, international NGOs and foundations (BMGF, CHAI).  

 Areas of expertise include: HIV/AIDS/STIs/SRHR – focus of work since 1985, director of the Univ. Manitoba Key populations program in Kenya, innumerable HIV/AIDS related consultancies in Africa and South Asia including evaluations of both individual projects and national programs. Reproductive health and gender – recent surveys for UNICEF and DFID on reproductive health services in Kenya (2016, 2017, 2018), gender issues (Kenya 2016, IGAD 2012). Policy development and strategic planning – national VMMC strategy (South Africa 2019), national infant and child health strategy (Kenya 2020), National Prevention Strategy (Malawi 2021-2022), UNAIDS Technical focal point for Epi/Strategic Information (Global 2018-ongoing). Program and policy evaluations for UNAIDS, UNICEF, Global Fund, Bill and Melinda Gates Foundation, World Bank, etc. Health systems and health policy – consultancies on health information systems (Rwanda 2014), value for money (India 2014), national VMMC policy (Kenya 2018). Tropical and infectious diseases (Sudan 2017), drug resistance in Africa (2016).
