Rachel Blum is an international development expert with over two decades of experience in workforce development, youth employment, and youth-inclusive market systems development. The expert has collaborated with bi-lateral donors, multi-lateral institutions, non-profit and consulting organizations, philanthropic entities, and academia. Their previous role at the U.S. Agency for International Development (USAID) saw them leading the global portfolio of workforce development programs, providing strategic direction and technical assistance to over 22 missions and operating units worldwide.
