Since May 2021, Hanadi has been the Finance & Operations Lead for the Trade Facilitations and Customs Support Programme (TFCS) a 3-year £15M project funded by the Foreign Commonwealth and Development Office (FCDO) in cooperation with the Ministry of National Economy and implemented by Cowater International in West Bank and Gaza.
Hanadi is responsible for managing and implementing overall project-related Finance, operations, compliance, HR, logistics, and office management functions in compliance with FCDO and Cowater rules and regulations. Hanadi is fully in charge of implementing and adhering to the guidance in the provided project documents, in particular, the procurement manual, the human resources manual, the finance manual, and local anti-aid diversion processes.
From March 2019 to May 2021, Hanadi served as the Operations and Security Manager for the Stability, Services, and Reform Programme (SSRP), a 4-year £12.5M project funded by the UK Department for International Development (DFID) in cooperation with the Ministry of Finance and Planning and implemented by Tetra Tech International in West Bank.
Hanadi was responsible for maintaining and implementing overall project-related operations, compliance, HR, logistics, and office management in compliance with DFID and Tetra Tech rules and regulations. Hanadi was fully in charge of office management, security, and logistics including support for workshops, training, and the deployment of short-term technical experts, including fleet and asset management, travel, and personnel safety. In addition, she will take the lead in the start-up and closeout of the project, designing, implementing, and overseeing the procurement of both goods and services as required by SSRP management.
From November 2018 to February 2019, Hanadi served as the Awards and Compliance Manager for the Near East Foundation in West Bank.
Hanadi was responsible for compliance with all donor regulations for all of NEF’s $8M projects in the West Bank/Gaza region. Coordinate across functional areas (e.g. Finance and Program) to monitor compliance with donor regulations and NEF policies, manage the sub-awarding process, and ensure compliance with USAID Mission Order 21, Implementing Partner Notices, and EU regulations. Assist the Country Director and HQ-based Awards and Compliance Manager in strengthening standards and procedures for compliance and ensure adequate systems are in place to help prevent and detect non-compliance and fraudulent activity.
From February 2014 to November 2018, Hanadi served as the Operations Manager for the Palestinian Market Development Programme, a 5-year £19.58M project funded by the UK Department for International Development (DFID) and the European Union (EU) in cooperation with the Ministry of National Economy and implemented by DAI Europe in West Bank and Gaza. The program has been designed to improve private sector competitiveness, improve sector performance through analyzing and addressing market failures, and improve linkages on trade and investment with the Palestinian Diaspora to play an active role in economic development in the OPTs.
Hanadi played an important role in controlling the process of the programme operations keeping the high-quality implementation and providing support to the technical team and management from the inception phase until the closure of the programme. Hanadi was responsible for drafting and implementing the start-up and closeout of the project, Administrative Policies, providing support on security issues, events arrangements, Office Management, and Reporting. Procurement and Human Resources functions in Compliance with DFID systems and regulations.
From August 2012 to January 2014, Hanadi was the Administrative Manager for the Investment Climate Improvement Programme (ICI), a 4-year $18M USAID-funded project, Implemented by Chemonics Inc. in West Bank. The objective of this program is to improve the Palestinian business enabling environment, prepare the Palestinian Authority to assume the role of observer status at the World Trade Organization (WTO), and support reform of the Palestinian Authority's fiscal policy.
Hanadi was primarily responsible for ensuring all operations were running smoothly, Administrative Procurements were made in compliance with USAID regulations, carrying out all the Human Resources functions, and for the organization of all the project Logistics.
From January 2009 to August 2012, Hanadi worked with various WFP-funded projects Implemented by Action Against Hunger and Catholic Relief Service. In addition to the Norwegian Representative Office Funded program in the West Bank. Hanadi held various progressive positions within these projects. Hanadi provided all the needed support on Project Identification, design and set-up, Communication / Information Management, Administrative and logistical functions, Procurement, External and Internal Relations, Reporting, and many other functions.
