About
I am a freelance consultant on employment and social inclusion policy development and evaluation especially on migrants and host communities with a strong academic background and professional experience. I have conducted many tasks for line ministries, WFP, OPM, IOM, UNFPA, FAO and INGOs.
As education background; I have BA, MA and PhD degree in Sociology. My academic studies at MA and PhD. level are directly supporting my professional experience. During my postdoctoral study at University of Oxford, I studied evaluation of social interventions which has contributed to my academic skills and adaptability capacity to work in an international atmosphere.
My professional background is centered around employment and social inclusion policies. After the Syrian refugee outbreak in the Ministry, I was member of the need assessment and FRIT preparation team. I and my team designed and implemented cohesion through employment programs for migrants. As Head of Social Inclusion Department, I started to manage the most extensive social cohesion grant program (Social Support Program_SODES) for disadvantaged people. Based on my employment sector experience, I added an employment component to the grant program as a means of social cohesion for disadvantaged people. For four years I managed the program and employment component directly and had remarkable results. Thanks to grant management experience I had the chance to converge my knowledge and experience at the central level with hands-on experience in the field. I had the chance to see the local implications of central authorities’ employment policies. During my years as vocational education and employment expert we worked together with Ministry of National Education and Turkish Employment Agency to design, collect and analyze data in order to have an evidence-based policy-making approach. Specifically, I concentrated on capacity building of Ministry of Education general Directorate of Vocational Education and capacity building of Turkish Employment Agency. As a thematic focus, I worked on “from school to job transition” and “neither in education not in employment youth”. I took role at the related Commissions of TURKSTAT to improve and conduct Turkish Household Labour Force Surveys for four years. Additionally, during the management of Social Support Program of which one/third of the projects were active labour market projects, I have conducted field research and evaluation studies on local employment projects for four years. I prepared training materials for local staff, technical studies and feasibility reports on employment as part of my duty. As a significant example, I took role as Qualitative Research Consultant of “Female Labour Force Participation in Turkey: Trends, Determinants and Policy Framework” which is a joint Research of World Bank and my Ministry in 2009. After 2015 I started to work as freelance consultant on humanitarian programs of which employment is a prominent component. My job as external evaluation manager at WFP project created crucial result on employment of refugees. I also conducted field research for Concern Worldwide which is directly on employment of Syrian refugees.
