Key Roles and Responsibilities in summary - Team management, Liaise with Implementing partners, government, and other key stakeholders; Programme Design, planning, implementation & Review, Monitoring; Contracting process, due diligence and appraisal for the Implementing Partners and suppliers; provision of Technical Assistance to the Ministry of energy and Minerals and Implementing Partners; Coordination & stakeholder relationships; support the NDPII for the energy and extractives; contribute reports to the Donors and the Government; successfully implemented 9 solar projects in Somaliland. Programme Design and Planning for Energy Projects

Contribute and update programme implementation work plans

Support the design and establishment of Renewable Energy Fund.

Contribute the development of a consolidated plan & reporting mechanism.

Support the establishment of Programme governance and Monitoring Framework.

Arrange and organize Joint Steering Committee (DFID and GoSL) meetings.

Technical Assistance (TA) to Ministry of Energy and Minerals

Support Functional review and the capacity development for implementing partners.

Support the development of the technical assistance road map for the MoEM

Support recruitment of local consultants to support the Ministry in the policy and regulatory framework, human resource and organizational development, and Information and Communication Technology (ICT) development.

Provide ICT Hardware and Software infrastructure for the Ministry.

Support in stakeholder mapping and resource mobilisation for the energy sector.

Support in the establishment of Energy Sector Coordination Forum and NDPII

Support the development and enacting Electrical Energy Act and regulations.

Fund Design, procurement, implementation, and management

Contribute to development of guidelines, Call for Proposals & assessment criteria.

Carryout due diligence and appraisal of management capacity and sustainability for Proposals (include physical observations and interviews.

Support procurement and evaluation process including contracts.

Assess and update the socio-political context in the selection of the grant recipients.

Closely monitor the performance of the grant disbursements based on the agreed schedules and required deliverables for 9 solar projects in Somaliland.

Review the payments of grantees and ensure completeness, accuracy, relevant, and meet the required format and performance conditions.

Programme Management, Liaison, Coordination, administration, and Reporting

Coordinate & strengthen stakeholder relationships, and liaison with Ministry of Energy and Minerals, Government institutions and key stakeholders.

Responsible the overall procurement of the programme

Consult with Senior Managers in the Head Quarter for key programme decisions.

provide support to programme and operational teams in service delivery

Conduct regular risk assessment and documentation of the key Contextual Developments and changes in the political context.

Manage and supervise the day to day operational and administrative activities, communications and meetings, approval of staff timesheets and payments.

Contribute monthly, quarterly, and annual progress reports with key lessons learned and challenges to the Donor and Government.

Provide regular updates and reports to senior management team in the HQ.
