About

Mr. Refiloe Mpholo is currently in employment with National AIDS Commission as Strategic Information Manager. Main responsibilities are collaborating with stakeholders to coordinate special studies, assisting in designing and developing implementation plans for studies to identify biomedical and behavioral trends contributing to transmission of HIV, and related public health issues. He oversees data management at the national level and provides rigorous data analysis by interpreting trends and correlation of routine data and population-based studies. He provides coordination and dissemination of data collected and suggests improvements in areas where gaps have been identified in the health sector. He guides the collection of biomedical and behavioral surveillance data and related systems. He heads strategic information, communication, and technology departments. When working with United States Government (USG) under the Centre for Disease Control and Prevention (CDC) as Strategic Information Team Lead. His main responsibilities were providing guidance and direction to employees and program colleagues regarding oversight of SI program activities, leading coordination of data, and preparation of special report requirements for agencies headquarters mainly CDC, USAID, Department of State, Department of Defense, Peace Corps, and U.S. Congress. He spearheaded large-scale projects, including national-level surveys. He led and guided Health Information Management System project supported by CDC including DHIS2, eRegister, and COVID-19 data management. As a Monitoring and Evaluation Specialist under the Centre for Disease Control and Prevention (CDC) in Lesotho. He was responsible for all Monitoring and Evaluation (M&E) activities of PEPFAR for different USG agencies, CDC, USAID, Department of State, Department of Defense, and Peace Corps. He was a senior program specialist and key public health technical advisor functioning at a project and national management level. He was responsible for M&E activities within the agency an interagency in the country. As a senior technical advisor, he coordinated the design, implementation, and strengthening of monitoring systems and evaluation projects. He quantified progress towards targets set for PEPFAR and the National health response that required public health technical knowledge, results-oriented data analysis, advocacy, and the ability to develop and maintain collaborative working relationships with USG partners at both implementer and national levels. He provided technical support, guidance, and direction to USG PEPFAR implementing partners, the appropriate Government of Lesotho (GOL) ministries including the Ministry of Health (MOH), and to other donors especially UNAIDS collaborating in the implementation and strengthening of monitoring and evaluation activities. He was with Clinton Health Access Initiative as Senior Program Coordinator; his main responsibilities were to coordinate the Human Resource for Health (HRH) optimization analysis and HRH Modelling project with the Applied Analytical Team in Boston. While in Employment with Millennium Challenge Account Lesotho (MCA – Lesotho), he was holding the position of Monitoring and Evaluation Manager; responsible for implementing Monitoring and Evaluation (M&E) system, policies, and strategies, with a specific focus on the health sector. He was responsible for guiding and leading the Health Project Implementation Unit (HPIU), of the Ministry of Health on the implementation of HIV and AIDS, TB, and maternal and child mortality M&E activities which entailed close communication and liaison with other relevant stakeholders. He also provided direct technical assistance to HPIU on issues such as policies and guidelines. In other endeavors, Mpholo participated extensively in the development of health policies, guidelines, and M&E frameworks both for adults and children. He is a member of the National Strategic Information Technical Working Group. He led national data quality assessments both for PEPFAR and MOH. He worked with the Lesotho Council of Non-Governmental Organizations (LCN) as Monitoring and Evaluation Officer and under a consortium between LCN and Global Fund for Community Systems Strengthening. When working with Lesotho Red Cross, he was directly involved in the monitoring and evaluation of health, food security, livelihoods, and disaster management interventions nationally. He has nineteen years of experience in development projects, of which fifteen years are in the field of M&E and StrategicInformation.
