Under the general supervision of the Chief Field Office (CFO), I am accountable for:

Support to implementing partnership management

I lead the whole partnership process for Eastern DRC until the signature of the program documents. Around 60 program documents with CSOs and 35 technical proposals with the government have been signed every year for more than 5 years.

I provide technical support to the office in the implementation of HACT including planning Spot Checks, programmatic visits and proposing audits at the national level for partners who received more than $500,000. Each month, I organize 2 coordination meetings for the monitoring of the office indicators including DCT, Funds Utilization Analysis, Opens Items (PR, PO, FR, Trip, etools alerts...

I am the focal point for partnership management and HACT in the Eastern coordination of the country. My support covers 5 provinces with a total population of 23,562 million people.

I have supported the office in managing the calls for expressions of interest for the selection of new civil society partners on UNPP. 19 Calls for Expression of Interest have been launched with my support and 31 partnerships have been concluded as a result.

I support the office in the management of partnerships via etools in the management of the DP/DPH, the follow-up of the implementation of the SC and programmatic visit, the follow-up of the partners' reports

Quality assurance

Around 15 Partnership Review Comity meetings are organized each year. As part of the PRC process I review all Program Documents raised in the Eastern Coordination to ensure that HACT is addressed in all documents by partners

I participated in the implementation of a country partnership management SOP that also includes aspects of HACT procedures.

I Provide my support to the review of program documents with civil society organizations to ensure better compliance with results-based management principles and consistency with the objectives of the annual work plan, to ensure that SSFA/PD/HPD submitted by sections are aligned with existing procedures and standards including HACT.

I Provide the Technical support to partners and sections in the development of technical proposals with government partners

Draft briefing notes, talking points, speeches, articles, and other contents related to multisectoral projects as necessary and as required, in line with corporate and program strategy.

Analysis, Monitoring, Evaluation and reporting

I am the HACT Interagency Focal Point in the EAST zone covering 5provinces. I participate in meetings with other agencies such as UNDP and UNFPA in the management of Spot Check, Audit and Micro evaluation for partners working with the 3 agencies.

Every 2 weeks, I send an email report of HACT activities on the status of VPs and SCs to be done in the office with a focus on what we still need to do for their planning.

1 annual planning of audit activities is done by the national level and I contribute to propose the names of the partners of the East zone which received more than 500 thousand and which must receive this . On a weekly basis I monitor the status of DCT, with a special focus on DCTs in their 5th Month, for the Eastern Coordination by reviewing the Insight reports and share with the relevant sections for follow up with the partners.

Every month, I draft the recall letter to all partners who already have DCT in the 4th month and submit it to the office manager for signature, after that I send them to the partners.

At the etools level, twice a month I follow up on the realization of the SC and programmatic visits, but also the completion of the reports in the system. I support colleagues who have difficulty in eToools posting of their reports which helps to improve the HACT indicators.

From etools, I do the bi-weekly follow-up of all the indicators notably the duration of the program documents in order to make sure that the activities are implemented as they should be and especially that the results are reached on the ground.

On a quarterly basis, I review the action points and recommendations made during the SC and VPs at the partners' sites in order to identify areas of weakness and engage with the relevant sections to provide capacity building support to the partners who need it.

I coordinate the CPCS meeting (Provincial Coordination and Monitoring Committee) on a quarterly basis with the participation of government and CSO partners in addition to other UN agencies

I coordinate the bi-annual and annual program review meetings in which data analysis and evaluation is done to determine the level of achievement of program results and recommend corrective measures if necessary.

Innovation, knowledge management, and capacity building

I designed, implemented/facilitated a capacity building strategy/initiative for implementing partner staff to ensure that they are familiar with all aspects of partnering with UNICEF, with a particular focus on HACT and CSO procedures.

I supported 2 formal training sessions with government and CSO implementing partners on partnership norms and standards including HACT. I trained all these partners on partnership, etools, HACT and Face Form. I had support from internal control colleagues who talked about fraud and ATS

I support 2 formal capacity building sessions to colleagues each month on several topics as needed: partnership norms and procedures including HACT, insight, Vision, etools with all its modules (SC, VP,...), UNPP for direct selection of partners and calls for expression of interest

In my daily work, I regularly do capacity building of colleagues and partners on partnership management and management of other working tools such as Vision, Insight, etools, UNPP

Identify training needs in order to strengthen the capacity of partners in the several thematic

I am the Share Point Focal Point for the Eastern Zone. I support the colleagues in the management of their spaces for a good functioning of the activities in the zone

Participate in field office ERM exercises to ensure that risks for implementing partnership management are identified and mitigation measures put in place.
