Dr. Musinguzi Moses is an Associate Professor and a registered/licenced Land Surveyor with over 27 years’ practical experience in Land Administration, land surveying and Geographical / Land Information Systems working as a Researcher, Consultant and Educationist. He has researched and written a number of publications in Land administration which were published by the World Bank and various international journals.

He possesses a PhD in Geo-informatics undertaken as a sandwich between Uppsala University in Sweden and Makerere University in Uganda (2004-2007), a Masters Degree in Geographical Information Systems from Nottingham University in the UK (1995-1996) and a Bachelors Degree in Surveying from Makerere University (1990-94)

Dr. Musinguzi has participated in Land Administration processes in Uganda including developing guidelines and technical specifications for systematic land adjudication / demarcation, providing input into the Urban Policy and Land Policy. He served as a secretary to the of Land Information System working group, a member of the Systematic Land Adjudication and Demarcation Working group and Law reform working group of the Ministry of Lands Housing and Urban Development. He has provided technical support to the governments of Uganda and Liberia respectively in developing National Spatial Data Infrastructures and Mozambique in developing technical specifications for systematic land regularisation.

He played a key role in piloting certification of customary land in Uganda ( Kasese, Nwoya, Adjumani, Kisoro) and addressing the problem of overlapping land rights on Mailo tenure ( Mityana, Mubende, Kasanda) using fit-for-purpose land administration concepts.

He is currently, the Dean of the School of the Built Environment at Makerere University and serves as a member of the University Contracts Committee, University Admissions Board and Senate Anti-Sexual Harassment Committee. He has just completed his term as the Vice Chair to the Uganda Surveyors Registration Board.
